Leon.bet is an online casino licensed in Curacao by the Kahnawake Gaming Commission and operated by Moonlite N.V. on Curacao. We have found Covimal Limited in Cyprus to be the payment agent. The scheme works with dozens of different domains that do not even have a license from Curacao. Despite the lack of a regulatory license, the huge Leon scheme accepts customers from Europe and other regulatory regimes. We included the Leon scheme in our Red Compliance list.

Compliance Check

In our review, which lasted a few days in July 2024, we registered as EEA and UK residents via various Leon websites without any problems. Although we received a message that the country from which we were registering might be on the list of blocked countries, we were still able to register. This is the first red flag, as Leon has no regulatory permission to acquire customers in Germany, Italy, France, Austria or other EEA countries and accept their deposits.

Leon Casino with different domains and websites

Although Moonlite N.V. has a Curacao license for certain 5 domains in connection with the Leon brand, it actually works with several dozens of different domains that are also numbered neatly, such as Leon77.bet. Leon does not even have Curacao licenses for these many domain mutations. The screenshot on the left shows, for example, the traffic analysis for the website with the domain https://leon32.bet. The players come from EEA jurisdictions and Russia. This unmanageable network of domains and websites is another red flag.

In total, the Leon Casino Brand websites are visited by several million people every month. The vast majority of them come from countries in which Moonlite, as the operator of the Leon Casino Brand, is not authorized.

In addition to the Curacao license, Moonlite also has an offshore license from the Kahnawake Gaming Commission, which is also not authorized to operate in EEA regions.

All in all, Moonlite and Leon Casino are on our red compliance list.

As a cashier, we discovered Dropayment, which is operated by Pix Pay Ltd. Pix Pay is operated by the Uruguayan citizen and resident Stella Caterin Martinez Marroche. An analysis of Dropayments’ website traffic shows that over 60% of referral traffic comes from the various Leon Casino websites.

In addition to credit/debit cards, e-vouchers and cryptocurrencies are also available as payment options.
When it comes to payment processors, we again find the usual suspects. In addition to CASHlib, these include MiFinity.
