The General Court of the European Union (ECJ) has ruled to maintain sanctions on Dmitry Mazepin, a prominent Russian business magnate in the ammonia sector, upholding measures imposed in the wake of Russia’s intensified military actions in Ukraine. The EU’s imposition of sanctions, including asset freezes and travel bans within its territories, directly responded to Mazepin’s alleged close ties with Russian President Vladimir Putin.
Despite Mazepin’s legal contestation, the ECJ found the Council’s evidence persuasive enough to substantiate the sanctions. The court’s statement affirmed the existence of specific and substantial indications linking Mazepin to key revenue-generating activities for the Russian government, a factor in their decision.
The Council has adduced a set of sufficiently specific, precise and consistent indiciacapable of demonstrating that Mr. Mazepin is a leading businessperson involved in a sector providing a substantial source of revenue to the Russian Government.

Dmitry Mazepin, who remains entitled to challenge this latest ruling at the Court of Justice of the European Union, the apex court in the EU, is a significant figure in Russia’s chemical industry and owner of Uralkali, a leading fertilizer producer. This company came into the global spotlight due to its sponsorship and partial ownership of the Haas F1 team, a relationship that was terminated post the conflict escalation in Ukraine, with consequential sanctions also levied against Nikita Mazepin, Dmitry’s son and a former Haas driver.
In an intriguing turn of events, while Dmitry’s sanctions have been upheld, Nikita managed to get his own sanctions temporarily lifted by the General Court earlier in the year. The EU’s stringent action against Dmitry Mazepin stems from a larger strategy to target those within Putin’s inner circle as part of broader punitive measures for actions deemed threatening to Ukraine’s sovereignty. The Court’s recent affirmation of the sanctions underscores the EU’s commitment to its restrictive measures against individuals supporting the Russian administration amidst the ongoing conflict.
