The General Court of the European Union (ECJ) has ruled to maintain sanctions on Dmitry Mazepin, a prominent Russian business magnate in the ammonia sector, upholding measures imposed in the wake of Russia’s intensified military actions in Ukraine. The EU’s imposition of sanctions, including asset freezes and travel bans within its territories, directly responded to Mazepin’s alleged close ties with Russian President Vladimir Putin.
Despite Mazepin’s legal contestation, the ECJ found the Council’s evidence persuasive enough to substantiate the sanctions. The court’s statement affirmed the existence of specific and substantial indications linking Mazepin to key revenue-generating activities for the Russian government, a factor in their decision.
The Council has adduced a set of sufficiently specific, precise and consistent indiciacapable of demonstrating that Mr. Mazepin is a leading businessperson involved in a sector providing a substantial source of revenue to the Russian Government.
